Phase One focuses on a landmark indoor waterpark supported by hospitality, entertainment, retail, and residential components. Future phases expand into an outdoor cultural park, equestrian facilities, assisted living, commercial development, educational uses, medical services, and employment-generating facilities. The project is strategically located within a high-intensity activity corridor at the intersection of major transportation routes, providing strong regional accessibility and visibility. Water management is a central design consideration. Rather than relying on water-intensive practices common to many outdoor facilities, the concept emphasizes recirculation, advanced treatment, evaporation reduction measures, water-efficient design, and phased infrastructure implementation appropriate for an arid climate. Supporting development areas include residential neighborhoods, hospitality venues, commercial services, recreation amenities, and employment centers intended to create multiple independent revenue streams while reducing dependence on any single economic sector.
